Submissions

The Legislation Design and Advisory Committee examines government Bills that come before Parliament that it has not advised on at the design or pre-introduction stage. The Committee reviews these for compliance with the Legislation Guidelines (2021 edition), and may make submissions to relevant Parliamentary Select Committees if Bills raise issues of substantial inconsistency. Its role is not to scrutinise Bills for their policy content but to ensure that they represent good legislative practice.

The former Legislation Advisory Committee (remodelled into the Legislation Design and Advisory Committee) similarly reviewed new government Bills before Parliament and, supported by the Law Commission, made submissions on Bills to Parliamentary Select Committees on issues of substantial or repeated inconsistency with the Guidelines. Those submissions are useful as interpretive aids to the Guidelines.
